高英1956年生于北京，儿时随家人迁至南京。高中毕业后，她从一名普通的车工起步，最终成为一名杰出的演员。上世纪70年代，高英考入当时的江苏省话剧团，成为一名话剧演员。后被到剧团选角的上影厂导演桑弧相中踏入大银幕，出演了处女作《她俩和他俩》，获文化部1979年优秀影片奖，她也因在影片中一人分饰两角，成功塑造了性格迥异的孪生姐妹方方和园园，获文化部1979年“青年优秀创作奖”。
